September 27, 2006 regular village board meeting

Village of Wonewoc Proceeding of regular Village Board meeting September 27, 2006.
The meeting was called to order pursuant to the posted and published notice. The meeting was called to order at 7:00pm. The following trustees present for meeting: Field, Norling, K. Jennings, Roehling, Miller, S. Jennings, and Decot.
Motion by S. Jennings, seconded by Norling to approve the bills and vouchers for the period August 23 through September 27, 2006. Motion carried.
Motion by K. Jennings, seconded by Field to approve the minutes of the August 23, 2006 board meeting. Motion carried.
Police Report— 1. During August had: 70 calls for service
Various with the squad
Riffle has been ordered 2. The K-9 Unit from Necedah visited Wonewoc-Center school today. Chief Ott
requested a donation to K-9 Unit for visiting the school. The Finance Committee will look into a donation.
Agenda:
1. Motion by Norling, seconded by S. Jennings to have Fall Clean Up Days October 12, 13 and 14. Metals and stove, washing machines, etc will be picked up without charge. Items that contain substances that are dangerous to the environment such as refrigerators, freezers and microwaves will need a $15 sticker. Motion carried.
2. The purpose of a Recycling Compliance Assurance Plan is to show that the Village is complying with WI DNR regulations. Motion by Norling, seconded by Field to adopt the Recycling Compliance Assurance Plan. Motion carried.
3. National Incident Management System (NIMS) is part of Homeland Security. Motion to approve the Resolution Designating the National Incident Management System as the basis for all incident management by K. Jennings, seconded by Miller. Motion carried.
4. Motion by Field, seconded by Miller to allow Don Hubele to attend the MEUW 10- Hour OSHA course November 7-8 in Madison. Motion carried.
Motion by K. Jennings, seconded by Miller to allow Jim Ramsey and Linda Reeder to attend Wisconsin Rural Water Capacity Development Session. Jim will attend in Plover on October 12 and Linda will attend in Dodgeville on October 26. Motion carried.
Motion by K. Jennings, seconded by S. Jennings to allow one person, either Jim Ramsey or Linda Reeder, to attend the Civic Systems Annual Symposium on November 1 and 2 in Madison. Motion carried.
5. There was a lot of discussion regarding well permits. The discussions were around the amount of the fee as well as the number of safe samples that have to be taken. This item was tabled until the next meeting so that there could be investigation into
requiring only one safe sample and determine what the Village cost is to do the
permitting. 6. After a review of prior sewer rates and discussion of items to be replaced, this was
tabled until the next meeting when the Board could have more facts regarding
expenses and revenues of the Sewer Department. 7. Norling had two quotes for re-doing the pit toilets in Legion Park. One quote was
$3,500 and the second was $4,150. The current pit toilets are unusable. Motion by Miller, seconded by Field to re-do the pit toilets at Legion Park for $3,500. Motion carried.
Public Comment:
1. Gordie Schmidt wondered if on slow days Linda has the authority to send workers home. Field responded that she does not have that authority. He feels that by hiring these people the Village has guaranteed them 40 hours of work a week.
2. Wayne Neitzel has a serious problem with his water. Recently the Village had to pump water from a different well because of work being done to the main well. The Village also recently installed a new hydrant and valve by Wayne’s house. Since then Wayne has had rusty water. Jim Bohn has sent in several water samples for testing and has not found any bacteria. The lines to Wayne’s house have been flushed along as the lines in his house. His water lateral is connected to the main that goes down Washington St. Neighbors who are connected to the same main do not seem to be having any problems. The Village will continue to work on this problem.
3. Orlo Herrewig wanted to know if he still needed to have a second water sample done on his well. Steve Roy told him the rules stand as they are until they are changed.
4. Brian Byington asked if the Village was going to purchase additional Christmas decorations.
Communication/Announcements:
1. Wolfenden Board will meet next Wednesday at the Library. 2. Simplified water rate case has been submitted. The amount of increase will
be 3.4%. 3. Wonewoc-Center School District requested an extension of the July 1st deadline for
sidewalk replacement. Response was the July 1, 2007 deadline still stands. Motion by K. Jennings, seconded by Norling to adjourn at 9:15pm. Motion carried.
