November 29, 2006 regular village board meeting
Village of Wonewoc Proceeding of regular Village Board meeting November 29, 2006.
The meeting was called to order pursuant to the posted and published notice. The meeting was called to order at 7:00pm. The following trustees present for meeting: Field, Norling, K. Jennings, Roehling, Miller, S. Jennings, and Decot.
Motion by K. Jennings, seconded by Norling to approve the bills and vouchers for the period October 26, 2006 through November 29, 2006. Motion carried.
Motion by S. Jennings, seconded by Field to approve the minutes of the October 25, 2006 board meeting. Motion carried. Question regarding minutes: Does the $1 increase in sewer minimum go to the Sewer Replacement Fund? The answer is yes.
Police Report 1. The security policy and procedures have been changed at the Wonewoc-Union
Center School. 2. Police recent training dealt with terrorist issues. 3. Ken Field attended taser training in November. 4. Because of the bomb threat at the W-C School the end of October, x-ray
equipment was borrowed from New Lisbon Correctional and Sand Ridge and used at the School.
Agenda:
1. Budget Hearing was held on November 28, 2006. Three members-at-large were in attendance. Roehling questioned if money to replace the Great Dane lawn mower was in the budget. She was told no money was put in the budget for replacement but funds would be available for repair. Motion to approve the 2007 Budget as presented at the Budget hearing and posted was made by Norling. Motion seconded by S. Jennings. Motion carried.
2. Motion by Field, seconded, K. Jennings, to approve franchise agreement with Charter Communications through December 31, 2007. After this date, the franchise agreement will be on a month to month basis. Motion carried.
3. President Decot recommended the Village Board be appointed members of the Zoning Board of Appeals. This was seconded by Roehling. Motion carried. Date for the Zoning Board of Appeals to meet was set for December 20, 2006 at 6:30pm.
4. Motion to accept Roehling Trucking bid for sand/salt for the 2006-2007 winter season at a cost of $25.67/cubic yard was made by S. Jennings and seconded by Field. Motion carried.
5. Administrator Reeder presented four separate software packages for the cemetery. The prices ranged from $499 to $1,799. She recommended CIMS at $1,295. Motion by Norling, seconded by Miller to purchase CIMS cemetery software at $1,295. Motion carried.
6. Much discussion on disconnecting water service for non-payment of utility bills during the period November 1 to April 15 if the water service is not part of the dwelling’s heating system. Motion by Norling, seconded by S. Jennings to disconnect water for non-payment of utility bills. Vote on motion: Ayes—3, Nays 3. Decot cast deciding vote of no. Motion failed. The Village will monitor past due accounts and review this again at the January, 2007 board meeting.
Public Comment:
1. BillSmithoftheMessengerofJuneauCountystatedthatElroydoes disconnect water for non-payment of utility bills. He said to begin with many people disagreed with the practice, but they held to their decision and they have very few delinquent utility accounts.
Communication/Announcements:
1. Field said the Village of Union Center recently passed new regulations regarding building permits. Some time in the future he will be requesting the same thing for the Village.
2. K. Jennings reported the regulators have been re-worked and are back in the substation.
3. President Decot reported the front door locks at the Village Hall have been changed in an effort to make the Village Hall more secure. Still need to secure the hallway from the garage into the Village Hall. This could be by installing a wall and door at end of hallway or by installing gates.
Motion by Roehling, seconded by Norling to adjourn at 8:15pm. Motion carried.
