March 23, 2005 regular village board meeting
Village of Wonewoc Proceeding of regular Village Board meeting March 23, 2005.
The meeting was called to order pursuant to the posted and published notice. The meeting was called to order at 7:00pm. The following trustees were present for the meeting: Field, Norling, Jennings, Roehling, Miller, Ott, and Decot.
Motion by Miller, seconded by Jennings to approve the bills and vouchers for the month of March. Motion carried.
Motion by Norling, seconded by Ott to approve the minutes of the February 23, 2005 board meeting. Motion carried.
Police Report--Chief Ott gave report on February, 2005 police activities. There were 50 calls. Chief Ott also reported on attending 2 different training sessions. One was on OWI and the other was new/updates on laws. She will be giving presentations to schools on safety during March and April. The Bicycle Rodeo will be held in May.
Public Comment (moved up on agenda since the meeting will be ending with closed session): 1. Orval Haas wants to put up a retaining wall along the drainage ditch next to Marilyn
Wasson’s (his daughter) house. He requested a copy of the ordinances that indicate
what can be placed along property lines and what items require set-backs. 2. Gilbert Lichte wanted to know who the up coming Spring Election would be run. He wanted to know if he or any one else could watch votes being counted. He was told
that anyone can observe ballots being counted. 3. Gordon Schmidt learned in the last few weeks that a property he owns has a 300 ft
sewer lateral which goes underneath an asphalt parking lot and under a house trailer (crosses several properties owned by other individuals). It appears that may be the house trailer is tapped into his lateral. This will need to be verified. His questions: • Who owns the lateral?
• What happens if the lateral needs to be repaired and who pays for it?
Agenda:
1. Pat Planton, Short Elliott Hendrickson, gave an update on what has taken place with the Water Tower Project this past month. The Village went a letter to the WI DNR requesting a delay until 2008 for the new reservoir. The DNR responded that if the Village would do the entire project including well rehabilitation, etc, they would grant a delay until August 1, 2007. However, if the Village was only putting in a new resiouvor then a delay would not be granted. The would grant a 1 year delay if the Village could prove the bidding climate would be better next late fall. In his professional opinion, Pat felt the DNR would grant a 1 year delay giving the Village until August 2006 to complete the water resiouvor. The Village received construction authorization from the Public Service Commission on March 7, 2005. CDBG has capped all grants at $200,000. After discussion regarding job retention and economic impact, the Village could re-apply for CDBG using the newly discussed issues. This would have to be done no later than June 1. The DNR want to meet with the Village as soon as possible. A committee of Field, Decot and Attorney Roy was established to meet with the DNR. They will have a preliminary meeting on April 2 at 9:00am in the Village Hall. They will then meet with Pat
approximately a week latter. A meeting with the DNR will be scheduled the week of
April 18 – 22. 2. Motion to adopt Ordinance 2005-2.17 Establishing a Municipal Court and
Commission and approve an agreement between the City of Hillsboro, City of Elroy, Village of Union Center and Village of Wonewoc forming a Joint Municipal Court and operation of the Regional Center Court Commission was made by Field. Seconded by Norling. Motion carried.
3. Motion by Roehling, seconded by Field to appoint Linda Reeder to the Regional Center Court Commission. Motion carried.
4. After much discussion on sewer rates. Motion by Norling, seconded by Field to establish a $5.00 base rate per living unit, habitable building, commercial building or lot with structure that is an accessory structure or a building. Vote: Ayes 5, Nos 1 (Ott wanted to see more research done before setting a rate), President Decot did not vote.
5. Motion by Field, seconded by Miller to advertise for summer help the same as had been done last year. Motion carried.
6. Motion by Roehling, seconded by Ott to have Spring Clean Up Days April 21, 22 and 23. Motion carried. The hours of operation will be 9:00am to 6:00pm Thursday and Friday and 7:00am to noon on Saturday.
7. Motion by Roehling, seconded by Norling to approve Operator’s Licenses for Angela M. Durkee (Wooden Shoe) and Laurie H. Clark (Degner’s Corner Bar). Motion carried
8. Motion by Roehling, seconded by Norling to go into closed session at 9:50pm to discuss employee wage and benefits, pursuant to State Statute 19.85(1)(c), Considering Employment, Promotion, Compensation or Performance Evaluation over which the Governmental Body has Jurisdiction or Exercise Responsibility. Motion carried.
9. Motion by Jennings, seconded by Norling to reconvene into Open Session at 10:30pm. Motion carried.
10. No action to be taken as the result of Closed Session
Communication/Announcements:
1. The Wonewoc Fire Association would like to purchase the Antique Fire Truck. For Old Fashion Day, the Fire Department would like to hold the Garden Tractor Pull and the Water Fights on West Street. Residents have been contacted to see if they have objections.
2. Private well permits need to be brought up to date. The Village Board can make the owners have the wells inspected by a licensed plumber and set the permit fee. Wisconsin Rural Water Conference is March 31 and April 1 in Green Bay.
3. The Village has received its first payment from the Wisconsin Department of Revenue taxpayer refund intercept program.
4. The dam on Jiggle Creek will be removed by hand and not by earth moving equipment.
5. The new bucket truck will be picked up tomorrow (March 24, 2005). Motion by Norling, seconded by Miller to adjourn at 10:31p.m. Motion carried.
