March 22, 2006 regular village board meeting
Village of Wonewoc Proceeding of regular Village Board meeting March 22, 2006.
The meeting was called to order pursuant to the posted and published notice. The meeting was called to order at 7:00pm. The following trustees were present for the meeting: Field, Norling, Jennings, Miller, Roehling, Ott and Decot.
Motion by Norling, seconded by Jennings to approve the bills and vouchers for the month of March. Motion carried. Ott questioned why tires were purchased for the tractor. Roehling will check with Dan.
Motion by Jennings, seconded by Roehling to approve the minutes of the February 22, 2006 board meeting. Motion carried.
Police Report 1. ForthemonthofFebruaryhad44callsforservice. 2. Issued5citationsforunderagesmokinginthepast2months. 3. Will be issuing citations for public nuisance. These will include abandoned
vehicles, refuse in yards. This year is not different than past years with the amount of trash in yards.
Agenda:
1. Washington Street project: Scott Construction $32,240 does not include pulverizing old asphalt, no fill and no asphalt curb and gutters. D.L. Gasser Construction $45,000 does include pulverizing, fill and crew can do curb and gutters. Project will start on west side of bridge on Washington St. There are 4 culverts that cross the road. Cost to replace all 4 culverts is approximately $5, 000. Project will need 22 ft of curb and gutter. Motion by Norling to hire Gasser Construction to do Washing Street project as long as they stay within the budget. Second by Jennings. Motion Carried
Swimming Pool project: Concrete ceiling in basement of pool building is crumbling away and rebar is showing under the hot water boiler and heater. Deterioration appears to be 1 to 1 1⁄2 inch of a 4 inch thick floor. To totally replace floor with cost between $25,000 and $30, 000 and will take 1 1⁄2 weeks to complete. Another option is to move filters out of basemen and build a building to house them and fill in the existing basement. The floor can be temporarily shored up so that the pool can open for this year’s summer season. Motion by Field, second by Roehling to repair basement ceiling in the swimming pool house by shoring up the bad areas. Motion carried.
2. The approved well rehab will take part the first part of April. The Village will cut concrete around the reservoirs as directed by the WI DNR when the weather warms up.
To replace valves by High School and on East Carter St to isolate areas when water breaks occur will cost $4,090. To place a hydrant by the High School and on Washington Street near East St will cost $6,850. Mobilization of crew will be
$535. To purchase 6 inch gate boxes will be $1,960. Total project cost will be $14,285. Motion by Field to move on with the project as described and seek financial information on loans. Seconded by Jennings. Motion carried.
3. Motion by Jennings, second by Norling to have Spring Clean Up Days May 11, 12, and 13, 2006. Hours will be 9:00am to 6:00pm May 11 and 12 and 7:00am to noon May 13. Motion carried.
4. Patrick Taggert read the Disclaimer of Coverage by Continental Western Insurance in the matter of Raymond Frank Manguilli and Shirley Marie Manguilli by William Rameker, Bankruptcy Trustee v. Village of Wonewoc.
5. Josh Roehling requested the Village put in a lift station on W Carter St because he wants to build an office along W Carter. Jim Bohn stated that a grinder pump could be put in and 12 homes could be connected to it. Ott will get prices and options for putting in either a sewer lift station or a grinder pump.
6. Motion by Norling, seconded by Field to go into closed session at 8:19pm to discuss employee wage and benefits, pursuant to State Statute 19.85(1)(c), Considering Employment, Promotion, Compensation or Performance Evaluation over which the Governmental Body has Jurisdiction or Exercise Responsibility. Motion carried.
7. Reconvene into Open Session at 9:15pm with motion by Roehling and seconded by Norling. Motion carried.
8. No action to be taken as the result of Closed Session.
Public Comment:
1. Bill Bruce, St. Joseph Hospital and Clinic Administrator, said the new St. Joseph Clinic in Wonewoc had startup cost of $80,000 with $50,000 being provided through charitable funds and donated support from Possum LLC. To date there have been 1,000 medical visits through the Clinic with 10% to 20% of the patients having not been seen by St Joseph Clinics before. The Clinic will soon be adding a nurse practitioner who specializes in diabetes. The doctors are available to give talks to various groups and will participate in any event with local businesses and clubs.
Communication/Announcements:
1. Jim Bohn requested permission to attend the Wisconsin Rural Water Association (WRWA) meeting in Green Bay on March 29 and 30. Motion by Ott, second by Field to allow Bohn to attend the WRWA meeting. Motion carried.
2. There is a need to place gates on Hill Street next winter so that the street can be totally blocked during icy or snowy periods.
3. Drop box has been installed on outside of Village Hall so that utility customers may drop off payment of utility bills after hours.
4. The Village new website is up and running. It is wonewocwisc.com
5. Sally Byington is retiring as Library Director on April 1. An offer was made on March 21 to a candidate.
6. Rick Field had made some contacts with the WI DNR and Corps of Engineers regarding the Wonewoc Airport annexation. The possibility of speeding up the process of getting their approval for developing is not very likely to happen. Each of the departments has a large area to cover and makes in almost impossible to put something ahead of something else. Also by annexing the airport property alone there is a good chance of creating an island between Village and the airport that would be in the Town of Wonewoc. This will need to be investigated further.
Motion by Norling, seconded by Field to adjourn at 9:16pm. Motion carried.
