June 27, 2007 regular village board meeting

Village of Wonewoc Proceeding of regular Village Board meeting June 27, 2007.
The meeting was called to order pursuant to the posted and published notice. The meeting was called to order at 7:00pm. The following trustees present for meeting: Field, Norling, K. Jennings, Roehling, Miller, S. Jennings and Kucher.
Motion by K. Jennings, seconded by Roehling to approve the bills and vouchers for the period May 23, 2007 through June 26, 2007. Motion carried.
Motion by S. Jennings, seconded by K. Jennings to approve the minutes of the May 23, 2007 board meeting. Motion carried.
Public Comment:
 Janet Brooks stated that the Community Garden is going very well. Swiss chard is about ready to be picked. She also said “word of mouth” has been a great advertisement for the garden. She said people missed having the Farmer’s Market and wanted to know why Main Street Merchants were charging vendors $25 to have a spot. Attorney Roy stated that sale of agricultural products is exempt from State Statutes and vendors can set up stands on Municipal property without having to pay a fee to anyone. Janet will suggest to vendors that they set up on Saturday mornings to sell produce.
 Andrew Johnson suggested the Village a fall festival in the “Lost District” i.e. area surrounding the “Hoover” Hotel, Community Garden and Canoe Landing. S. Jennings will work with Andrew on this project. His employer is willing to donate fruit trees to the Village to be planted in the Community Garden area.
Police Report 1. Had 83 calls for service in May 2. Special activities: Old Fashion Day—all went well

Agenda:
1. Kucher listed the people he would like to appoint to the Planning Commission. They are Kevin Jennings, Jim Bohn, Brian Byington, Rhonda Erie, Darrel Hanold, Jim Brockman and Lee Kucher. Motion by Field, seconded by Roehling to approve the appointment of the Planning Commission. Motion carried.
2. Motion by Norling, seconded by Field to accept the $1,000 donation from the Wonewoc Main Street Merchants Association and $1,000 donation from Wonewoc Area Betterment Club for the Baker’s Field Park Shelter. Motion carried.
3. Brian Byington presented a proposal for building a concession stand at the Baker’s Field Park Shelter. The top will be 100 feet of a1 foot wide oak board that will go around the north inside edge of the shelter and forming a “U” at the center of the north end people to stand when selling concessions. All the wood other than the oak will be treated so that the entire thing will be weather proof. The cost is expected to be $2, 086. The actual bill will be the cost of actual materials and the time to construct the concession stand. Motion by Miller,
seconded by S. Jennings to approve the proposal for a concession stand as presented. Roll call vote: Field—yes, Norling—yes, K. Jennings—yes, Roehling—yes, Miller—yes, S. Jennings—yes, Kucher—yes. 7-ayes, 0-nos, 0— abstain. Motion carried.
4. Attorney Roy presented the survey map of the lot next to Steve Sheldon’s house. There is a road that runs through the lot. Therefore, the entire lot cannot be sold. No one on the Board knows how much land Sheldon’s wanted to purchase. The Village needs to keep a strip of land 66 1⁄2 feet wide for the road. Roehling will contact Sheldons and find out how much land they want to purchase. Then the surveyor will map out what is being sold. Motion by Field, seconded by K Jennings to table until the next meeting. Motion carried.
5. Darryl Bronk passed around a letter that was sent to local residents requesting their input on having an ATV trail within the Village limits. The trail will come down Hill St to Jackson St to the alley and go to Bernie’s Wagon Wheel. The letter was sent out only last week and there have not been many responses yet. Motion to table discussion to next meeting by S. Jennings, seconded by Roehling. Motion carried.
6. Norling stated that J & J Underground had added in good faith 78 cubic yards of gravel to raise the elevation of the tennis court to the required height even though it was more than Gasser’s had bid in the contract. In order to keep good will with this company who does work closely with the Village he felt they should be paid the additional $936 for the gravel. The issues with the work done on the tennis court are with the prime contractor and not with the subcontractor. Motion to J & J Underground $936 for the additional 78 cubic yards of gravel was made by Miller and seconded by Norling. Motion carried.
7. Motion by K. Jennings, seconded by Field to authorize a Class “A” Beer License to Hillsboro Farmers Co-Operative Warehouse d/b/a/ Wonewoc Fastrip. Motion carried.
8. Motion by K. Jennings, seconded by Roehling to authorize a Class “B” Beer and Class “B” Liquor License for:
 Bernice M. Bronk d/b/a Bernie’s Wagon Wheel II  Spencer Allen Degner d/b/a Degner's Corner Bar  Ernie’s Wooden Shoe LLC d/b/a Ernie’s Wooden Shoe  Joanne Marie Mayer d/b/a The” Mayer’s” Office  Clark-Gurgle American Legion Post 206
Motion carried. 9. Motion by S. Jennings, seconded by Norling to authorize a Class “C” Wine
and Class “B” License for Brian Byington d/b/a Byington Land LLC.
Motion carried. 10.Motion by Roehling, seconded by Field to Authorization of a Cigarette
License for:  Hillsboro Farmers Co-Operative Warehouse d//b/a Wonewoc Fastrip  Bernice M. Bronk d/b/a Bernie’s Wagon Wheel II  Spencer Allen Degner d/b/a Degner's Corner Bar  Ernie’s Wooden Shoe LLC d/b/a Ernie’s Wooden Shoe  Joanne Marie Mayer d/b/a The “Mayer’s” Office  Sharon Gardehl d/b/a J&S Grocery
Motion carried. 11. Motion by K. Jennings, seconded by Norling to authorize an Operator
License for:
Communication/Announcements:
1. Field reported that he had received information regarding the N East St project from Vierbicher.
2. Norling reported that Baker’s Field Shelter is up and thanked the Electrical department for their work in doing the electrical wiring. He asked the Board for their thoughts on putting an under the counter cooler at the shelter.
3. Roehling reported that she has received prices for redoing the parking lot between the Bakery and the Bank. Cost will be approximately $15,239. She also has received prices for work on Hill Street from the Village limits to Sid White’s house. Cost will be approximately $20,500.
4. Miller reported that the Finance Committee needs to meet to do preliminary work on the 2008 budget. She also stated that her term as Village Representative to the Library Board will expire in August and that she will not seek re-appointment.
5. S. Jennings reported that the 10-33 program is adding a $500 per year charge to municipalities to participate in the program. He also reported that the swimming pool is running ok.
6. Kucher reported that the piles of dirt have been removed from the Cemetery and when fall comes there are several trees that need to be cut down.
