July 26, 2006 regular village board meeting
Village of Wonewoc Proceeding of regular Village Board meeting July 26, 2006.
The meeting was called to order pursuant to the posted and published notice. The meeting was called to order at 7:00pm. The following trustees present for meeting: Field, Norling, K. Jennings, Roehling, Miller, S. Jennings, and Decot.
Motion by Field, seconded by Miller to approve the bills and vouchers for the period June 28 through July 26, 2006. Motion carried.
Motion by K. Jennings, seconded by Norling to approve the minutes of the June 28, 2006 board meeting. Motion carried.
Police Report— May— 79 calls for service including 9 public nuisance
Completed safety talks with children and both schools June— 64 calls for service
Receiving a lot of complaints about animals
Agenda:
1. Andrew Zimmer, MSA Professional Services, gave a presentation on re-evaluation of the flood plain map in the Village of Wonewoc. He proposes to use the work done in Sauk County as the beginning point for the Village. Re-evaluation could possibly lower the flood plain elevation by as much as two feet. Board requested that he provide a quote at the next Board Meeting. He will break the quote down into two or three different parts and will cover the Baraboo River from Village Limits to Village Limits. If property is taken out of the flood fringe or flood plain, the value of the property should increase because the owner is not required to have Flood Insurance and is able to build without getting a use permit. Also, Village could gain build able land that is currently located in flood plain.
2. Motion by Field, seconded by S. Jennings to approve Operator’s License for Katie J Krueger. Motion carried. Motion by S. Jennings, seconded by Field to approve Operator’s License for Randolph Wendt. Motion carried.
3. Motion by Field, seconded by Norling to authorize the Village Administrator and the Public Works Director to develop a recommendation for the best way for the Village to sell Village property in Wonewoc Heights. Motion carried.
4. Steve Sheldon owns Parcel #29191VWO 387 and would like to purchase part of #29191VWO 386 (garden plots 20,37,36 and part of 19) from the Village. Parcel #29191VWO 387 was surveyed several years ago. The Village will need to survey the property and map out existing road at 66’ wide. Motion by K. Jennings, second by Field to survey #29191VWO 386 along with Harding Road and Heinsen Road making roads 66’ wide. Motion carried.
Steve Sheldon would also like to purchase garden plots 26,25,24 (part of Parcel #29191VWO 391). This parcel will also need to be surveyed and have further discussion by the Board. This item is tabled until additional information is available.
5. Motion by K. Jennings, seconded by Norling, to paint all curbs yellow that are within “No Parking” signs with the exception of 30’ in front of the Handicapped Bathrooms
until Village can get a determination for the WI DOT for short term Handicapped
Parking there. Motion carried. 6. Motion by Norling, seconded by Field to pass Ordinance No. 2006-02 Regulating the
Use of Neighborhood Electric within the Village of Wonewoc. The fee for a license shall be $10.00 for a two (2) year period and the penalty for unauthorized use of a NEV within the Village will be $50.00 for first occurrence and $100.00 for each occurrence thereafter. Vote: Ayes 6, Nays 1. Motion carried.
7. Motion by Field, seconded by Miller to proceed with work to put a road into the substation. Motion carried. K. Jennings noted that in the fall that he would like to send all 3 regulators out of repair and when come back mount them on concrete pads on the ground. The regulators have never been re-built. He will have quote for this work at the next meeting.
8. Motion by K. Jennings, seconded by Roehling to all Administrator to dispose of outdated computer equipment as long as all hard drives are cleaned of all files. Motion carried.
Public Comment:
1. Brian Byington asked if the Village had any plans to upgrade the Christmas decorations. The current decorations were purchased in approximately 1997. The Village will look into adding to the current decorations.
Communication/Announcements:
1. Jim Bohn – Sprinkler credits do not go into effect until the end of June. Many people have been watering their yards by the end of May. People have asked him if Sprinkler Credits can be extended to include June. The Board will put on the agenda for next month.
2. Field reported that Union Center currently does have excess capacity if Wonewoc would want to send sewer to Union Center. The Village would have to purchase or reserve part of capacity for the future.
3. Norling reported that Century Fence felt the tennis court would last longer if the court were painted.
4. Miller reported that the Library has hired a new assistant who will be starting Monday.
5. Roehling reported that Gasser still has work to be done on Washington St. 6. S. Jennings and Decot will be co-chairing the Police Department
Motion by Miller, seconded by Norling to adjourn at 9:35pm. Motion carried.
