July 25, 2007 regular village board meeting

Village of Wonewoc Proceeding of regular Village Board meeting July 25, 2007.
The meeting was called to order pursuant to the posted and published notice. The meeting was called to order at 7:00pm. The following trustees present for meeting: Field, Norling, K. Jennings, Roehling, Miller, S. Jennings and Kucher.
Motion by S. Jennings, seconded by Norling to approve the bills and vouchers for the period June 27, 2007 through July 24, 2007. Motion carried.
Motion by K. Jennings, seconded by Roehling to approve the minutes of the June 27, 2007 board meeting. Motion carried.
Public Comment:
 Dan Plante and Jeff Culver, Packerland Broadband, introduced themselves as the new cable TV provider for Wonewoc. They purchased PC One on July 18, 2007. So far they have installed new fiber optic cable between La Valle and Wonewoc and will be extending it on to Union Center. La Valle will be the headend for this area. They will be upgrading service to the entire Village and adding high speed internet service. The dishes located on the hill will be removed and the area will be cleaned up. Currently, service personnel are coming from the Madison area.
 Tom Solchenberger addressed the Board asking when water will be available to properties on the hill. Field and Bohn will look into the possibilities and get back to the Board with the cost to place water mains on top of the hill.
Police Report –given by S. Jennings in absence of Police Chief  Had 74 calls for service in June.  Calls were all for then usual things i.e. nuisances, ordinance violations.  Municipal Court had its first trial Monday evening.
Agenda:
1. Doug Schluter, D.L. Gasser Construction, addressed the Board. He told the Board the tennis court has been doubled sealed and feels that Gasser’s did a good job on the project. Norling said he did not feel that the job was done correctly and the pit marks in the asphalt need to be fixed. Schluter said there is a one year warranty on the project which starts when the project is completed. This warranty will be in force through the winter. Therefore any damage caused by the winter would be covered. After much discussion, Kucher asked Schluter to go back to the corporate people at Gasser and see what it would take to make things right with the Village since it is very obvious the Village residents are not satisfied with the job Gasser’s did on the tennis court. If Gasser’s don’t try to come up with some satisfaction, the Village will possibly never let another job to them. Schluter said he would talk with corporate people.
2. Steve and Carla Sheldon wish to purchase part of parcel 29191VWO 386 from the Village. This parcel adjoins their property to the south and contains a Village road. They would like to purchase the part from their property line south to the Village road. The road will be 66 1⁄2 ft wide. A previous Board will sell this part of the property to them for $500. To sell part of the parcel the Village will need to
plat the street. Motion by K. Jennings, seconded by Roehling to allow the Sheldon’s to clean up the property (remove weeds and cut down a tree) while the Village has the road platted and makes land ready for sale. Roll call vote: Field—yes, Norling—yes, K. Jennings—yes, Roehling—yes, Miller—yes, S. Jennings—yes, Kucher—yes. 7-ayes, 0-nos, 0—abstain. Motion carried.
3. Several Village residents addressed the Board regarding the proposed ATV trail into and through the Village.
Kyan and Karla Yauchler moved to Wonewoc to live in a quiet residential neighborhood. They have small children which are in bed by 8:00pm. They feel ATV’s should be used in the country and not on city/village streets and do not want the noise of ATV’s going past their house.
Dennis and Tonia Schuman live at the corner of Hill and North East streets. They stated that cars go up and down Hill Street much faster than the posted speed of 25mph. What is there to make ATV’s go 10mph up and down Hill Street? They are opposed to the noise of the ATV’s and feel that drinking and driving an ATV should be done just like drinking and driving a car should not be done.
David and Jackie Barbknecht are opposed to having the trail go right past their house because of the noise they make. They feel the purpose for the trail within the Village is to allow the riders to go to the local taverns and then drink and drive. They questioned how the time and the speed limit will be enforced. They also noted that Hill Street does not have any guard rails along the edge to keep vehicles from going over the edge. They requested the Village Board consider the feelings of the Village residents.
Kathy DeNure said she had people comment that the Village was not being fair to the ATV riders if they did not get a trail through the Village since the snowmobiles can transverse the Village. She felt that to keep fairness the snowmobile ordinance could be changed to that they could only be used on the 400 Trail.
Darryl Bronk has sent out 8 letters to local residents and 3 have been returned. One letter in favor of ATV trail, one against and one had no opinion either way. As of yet he had not sent letters to the residents of Stoney Hill Apartments but will in the near future.
Kucher said he wants to support opportunities for people to come in to the Village and support local businesses, but another route needs to be found.
4. Motion by S. Jennings, seconded by Norling to appoint Linda Reeder to the Regional Center Court Commission for a 2 year term. Motion carried.
5. Motion by Field, seconded by S. Jennings to set aside the appointment of a Village Trustee to the Library Board until the next Board meeting. Motion carried.
6. Field initiated discussion on the water mains and sewer laterals along N. East Street. He stated that a lot of them are over 100 years old. He also said that there is a high probability that there are no longer grants available to do this type of work. The original plan for this work along with street repair was done by Vierbicher Associates and the original cost in 2001 was $500,000. Today the
cost could be between $750,000 to $1,000,000. After much discussion on whether or not the Village should proceed with this project, motion by K. Jennings, seconded by Roehling to allow Field to continue to research this project and develop a time line on doing the project in phases. Motion carried.
7. Planning Commission met with Tammy Woirol and approved a condition use permit for a business sign in her front yard provided she met all additional state requirements. Motion by Field, seconded by Norling to approve the conditional use permit for Tammy Woirol as stipulated by the Planning Commission. Motion carried.
8. Motion by S. Jennings, seconded by Norling to authorize an Operator License for Michelle R. Goodvin. Motion carried.
9. Motion by Norling, seconded by S. Jennings to proceed with getting bids for a new squad car and put cost in the 2008 budget. Motion carried.
10. Motion by K. Jennings, seconded by Norling to accept $5,910 bid from Roehling Trucking for removal of asphalt and $9,329 from Scott Construction to resurface parking lot between the Bank of Wonewoc and the Wonewoc Bakery. Motion carried.
Communication/Announcements:
1. Norling reported that Brian Byington is working on a concession stand area for the shelter at Baker’s Field and he has found a 300 gallon bulk tank that can be used to keep cold items in for $250.
2. K. Jennings reported that Dan Fry and Don Hubele have been removing trees from the Pine Eden Cemetery property located next to Jim Jackson’s. There are still 13 trees to be cut down.
3. Kucher updated the Board on the last meeting of the Planning Commission. Motion by Norling, seconded by K. Jennings to adjourn at 9:29pm. Motion carried.
