January 24, 2007 regular village board meeting

Village of Wonewoc Proceeding of regular Village Board meeting January 24, 2007.
The meeting was called to order pursuant to the posted and published notice. The meeting was called to order at 7:00pm. The following trustees present for meeting: Field, Norling, K. Jennings, Roehling, Miller, S. Jennings, and Decot.
Motion by S. Jennings, seconded by K. Jennings to approve the bills and vouchers for the period December 21, 2006 through January 24, 2007. Motion carried.
Motion by Norling, seconded by S. Jennings to approve the minutes of the December 20, 2006 board meeting. Motion carried.
Police Report--None
Agenda:
1. A. Roehling Trucking has submitted a proposal of $1,200 to take down, haul away and level ground where the Baker’s Field Shelter currently sits. Village received only one other bid and that one was $800 to tear out the concrete. The Village would still have to remove the structure. The Finance Committee recommends tearing down the current structure at Baker’s Field and having it hauled away for $1,200. Motion by K. Jennings, seconded by Miller to accept the bid by Roehling Construction of $1,200 to take down, haul way and level ground at Baker’s Field Park. Motion carried.
B. The new shelter has to be completed by May 1, 2007. The Village received 2 bids concrete for the new Shelter. Jeff Adler was $7,400 (The cost may raise if the cost of concrete goes up) and Bindl’s Construction was $7,500. The Finance Committee recommends Jeff Adler. Bids for building a new shelter were Koenecke Construction $10,400 and Hartje Lumber $9,800. The Finance Committee recommends Koenecke Construction. Koenecke’s built the last 2 shelters. Motion by K. Jennings, seconded by Miller to hire Jeff Adler for the concrete at a cost not to exceed $8,000. Motion carried. Motion by Roehling, seconded by Field to table the decision on contractor until the February meeting. Motion carried.
2. Motion to allow Police Chief Julie Ott to attend the Emotional Survival for Law Enforcement a Guide for Officers and Their Families on January 29, 2007 in Onalaska by Roehling, seconded by K. Jennings. Motion Carried. Motion by K. Jennings to allow Police Chief Julie Ott to attend the Safe School Threat Assessment Workshop on February 23, 2007 in Middleton by K. Jennings, seconded by Field. Motion carried.
3. Motion by Field, seconded by Norling to adopt the Wonewoc Police Department Electronic Control Device Policy. This policy is similar to the taser polices adopted by other municipalities in the area. Motion carried.
4. The past due utility bills are growing at approximately $4,000 per month and there are approximately 120 accounts that are past due. Both Decot and Field feel that the Village should monitor past due utilities on a month to month basis. Motion by K. Jennings, seconded by S. Jennings to table the discussion of disconnection of water service for non-payment of utility bills during the November 1 to April 15 time period until the September, 2007 Board Meeting. Motion carried.
5. K. Jennings has budgeted for the purchase of a digger truck by the Electric Utility. However, he would like the Village Board to authorize him to purchase a digger truck when he finds one. Alliant has an e-auction doming up February 1 through February 9, 2007 and would like to have the ability to negotiate for one if the right one comes available. The Electric Department has the money to purchase the truck when one becomes available. Motion to authorize K. Jennings to purchase a digger truck for no more than $15,000 by Field, seconded by Roehling. Motion carried.
6. Motion by S. Jennings, seconded by K. Jennings to spend up to $250 to purchase and install a security gate to secure the Village Hall from the garage area. Motion carried.
Public Comment:
1. Jerad Forcet, Rapid Communication, purchaser of the Charter Communications cable franchise in Wonewoc. He stated that the company’s main office is located in Indiana, but the office for servicing this area is located in New Richmond, WI. Currently, there is a 90 day transition that is going on. Rapid Communication will take over completely April 1, 2007. To contact the company for service issues customers can call 715-246-2145 and talk with a real person from 7:00am to 6:00pm Monday through Friday. The company has to have 3 calls about a problem before they will send a service representative. Currently, the company is looking for someone in this area to do service calls. The Company is planning on doing a general mailing to all customers after the transition period.
2. Joyce McGeehan, owner of The Violet Sage, would like to have a Renaissance Fair June 9 and 10 in Baker’s Field Park. She asked if she could have horses to patrol the area. Also she would like to have a Petting Zoo with pony rides. The business that would supply the Petting Zoo and pony rides has insurance for this type of activity. There will be someone cleaning up after the animals. She will also be asking other organizations if they would like to sell things.
Communication/Announcements:
1. Jim Bohn passed around a list of projects for the Water and Sewer Departments for 2006 and 2007.
2. There is a report from the Electric Department in the packets Board Members received.
3. There will be Primary Election on February 20, 2007. The purpose is to reduce to two the number of people running for Justice of the Supreme Court. General Election will be April 3, 2007
Motion by S. Jennings, seconded by Norling to adjourn at 8:35pm. Motion carried.
