February 23, 2005 regular village board meeting

Village of Wonewoc Proceeding of regular Village Board meeting February 23, 2005.
The meeting was called to order pursuant to the posted and published notice. The meeting was called to order at 7:00pm. The following trustees were present for the meeting: Field, Norling, Jennings, Roehling, Miller, Ott, and Decot.
Motion by Ott, seconded by Miller to approve the bills and vouchers for the month of February. Motion carried.
Motion by Jennings, seconded by Norling to approve the minutes of the January 26, 2005 board meeting. Motion carried.
Police Report--Chief Ott gave report on January, 2005 police activities. There were 58 calls for service, 3 warrant pick-ups, 3 car accidents, 2 thefts from motor vehicles. There were also ordinance violations and minimal criminal activity.
Public Comment:
1. Jessie Stout asked if he could put an old soda machine in front of his store for Old Fashion Days. He plans to sell soda for 10 cents a bottle. Center Street will be closed during this time, so this should not be a problem.
2. Orval Haas wanted to know what the cost would be to repair the drainage ditch by Marilyn Wasson’s house. Roehling had a bid to rip-rap the banks. Total cost would be $2,000 with Wasson to pay 75% and the Village to pay remaining 25% since the east bank of the ditch belongs to the Village. Village Administrator will check to see if there are any grants available for them.
3. Leonard Degner requested the Electric Utility look at the service to his house. He has been having trouble with lights flickering. Electric Utility will look at this first thing the next day.
Agenda:
1. Pat Planton, Short Elliott Hendrickson, gave an update on what has taken place with the Water Tower Project since the Village received notice from the Wisconsin Department of Commerce denying the Village for grant money to replace the water tower. They have investigated the possibility of getting funding through RDA and other sources. The WI DNR has been contacted about the possibility of delaying project completion. Going forward, plans will be completed, get DNR approvals and construction authorization from the PSC.
2. Bids for the garbage truck and the bucket truck were opened. The bids were as follows:

Motion by Jennings, seconded by Roehling to sell the bucket truck to Pat Keena for $3,355. Possession will be after the Village receives the new bucket truck approximately March 31, 2005. Motion carried.
Motion by Norling, seconded by Miller to sell the garbage truck to Steve Hynek for
$2,650. Motion carried. 3. A new 2004 Ford Ranger can be purchased for $13,000 from the Ford dealer in
Kendall. A used 2002 Ford Ranger with 46,000 miles is available in New Lisbon for $9,990. After much discussion motion by Norling, seconded by Jennings to purchase the 2002 Ford Ranger for $9,990. Vote was Ayes—3, Nays—3. President Decot cast tie breaker vote saying the Village needs to stay within its financial means. Ayes—4, Nays—3. Motion carried.
4. After much discussion on repairing the Street Sweeper, motion by Jennings, seconded by Field to approve repair of the conveyor system on the Street Sweeper with Dan Fry and Roehling to negotiate the most cost effective method of getting the work completed.
5. Motion by Miller, seconded by Roehling to obtain employee uniforms from Band Box at a cost of $5.25/week/employee. Motion carried.
6. After discussion regarding election workers wages, motion by Roehling, seconded by Norling to increase the election workers pay to $6.00/hour. Motion carried.
7. Motion by Roehling, seconded by Norling to approve Class “B” Beer and Class “C” Wine Licenses for Brian Allen Byington d/b/a Brian’s Woodshop. Motion carried.
8. Motion by Miller, seconded by Norling to approve Operator’s License for Tiffany M. Downing (Fastrip). Motion carried
Communication/Announcements:
1. Linda Reeder reported the Village had received a $500 donation from the Wonewoc Area Soccer League. The money is to be used at Baker’s Field.
2. Linda Reeder reported that she had received a letter from Charter Communications stating that effective March 1, 2005 Basic Service Rates will increase to $17.25 and Expanded Basic Service will decrease to $19.50.
3. Alliant Energy is planning to do maintenance work on the substation around June 1. The power will need to be off for approximately 8 hours.
4. Jim Bohn reviewed the equipment list and prices for the waste water treatment plant. Motion by Roehling, seconded by Jennings to adjourn at 9:50p.m. Motion carried.
