December 20, 2006 regular village board meeting
Village of Wonewoc Proceeding of regular Village Board meeting December 20, 2006.
The meeting was called to order pursuant to the posted and published notice. The meeting was called to order at 7:00pm. The following trustees present for meeting: Field, Norling, K. Jennings, Roehling, S. Jennings, and Decot. Absent: Miller.
Motion by K. Jennings, seconded by Norling to approve the bills and vouchers for the period November 29, 2006 through December 20, 2006. Motion carried.
Motion by S. Jennings, seconded by Field to approve the minutes of the November 29, 2006 board meeting. Motion carried.
Police Report 1. Calls for service in November--46 2. Seeing increase in worthless checks being written. 3. Number of disorderly conducts and harassments are about the same as last
year. 4. Regional Center Municipal Court has been in operation since October, 2005.
Since that time, Ken has written 22 tickets and Julie 126 tickets for court. Total fines for the Village are $21,915 of which $12,534 collected. Still to collect $9,380.
Agenda:
1. Zoning Board of Appeals met prior to this Village Board meeting. Motion to accept the Zoning Board of Appeals recommendation to allow Roger Ennis of 401 South East Street a special exception to construction an addition which would encroach upon the south setback adjacent to 403 South East St by Norling, seconded by Field. Motion carried.
2. The Wolfenden Foundation Fund that is currently being held by the Trust Department of the Baraboo National Bank is being depleted because the fund’s principal is paying all trustee fees and interest is being dispersed to the Library. The funds can only be spent/released by the Wolfenden Board. Motion to designate the Village of Wonewoc Board of Trustees as agents for the Wolfenden Fund made by K. Jennings, seconded by Norling. Motion carried.
3. Administrator Reeder read a Floodplain Study Project Update dated December 15, 2006 provided by MSA Professional Services. They expect to attend either the January or February Board meeting to present the preliminary results of the study.
4. President Decot presented a Financial Guideline Memo which he stated has been needed for a long time. The memo outlines what has already been allowed by the Board from various meetings in the past. It takes liability off of the Village employees and/or Board members because all expenses must be accepted by the Village Board. After discussion, the date of approval will be added to the bottom of Memo. Also, “Not to exceed $3,000 for replacement equipment” will be added to all Direct Reports. Motion to accept the Financial Guideline Memo as changed by Field, second by K. Jennings. Motion carried.
5. Motion by K. Jennings, seconded by Field to donate $100 to Experience Works Inc to subsidize the cost of the program. Motion carried.
Public Comment: None
Communication/Announcements:
1. S. Jennings talked about a taser gun, how it worked and what it would do. 2. K. Jennings reported bill for rebuilding regulators has been received. Total cost was
approximately $21,000. 3. Trustee Norling reported that the Baker’s Field shelter will be torn down shortly after
January 1. It appears that the cost to rebuild the shelter will be approximately $20,000. The Fire Department plans to donate $700 to the restoration of Baker’s Field Park.
Motion by S. Jennings, seconded by Norling to adjourn at 8:25pm. Motion carried.
