August 23, 2006 regular village board meeting
Village of Wonewoc Proceeding of regular Village Board meeting August 23, 2006.
The meeting was called to order pursuant to the posted and published notice. The meeting was called to order at 7:00pm. The following trustees present for meeting: Field, Norling, K. Jennings, Roehling, Miller, S. Jennings, and Decot.
Motion by K. Jennings, seconded by Norling to approve the bills and vouchers for the period July 27 through August 23, 2006. Motion carried.
Motion by Norling, seconded by Field to approve the minutes of the July 26, 2006 board meeting. Motion carried.
Police Report— 1. During July had: 57 calls for service
July 4th Celebration went well
Had training July 19 at WWTC and fire arms training August 22 2. August so far has been a normal month. The summer has been going well.
Agenda:
1. Andrew Zimmer, MSA Professional Services, presented a proposal to do a flood plain study for the Village of Wonewoc. MSA will use the accepted WI Department of Natural Resources base line of 5,900cfs at the Sauk/Juneau county line which was accepted March 7, 2001. It will take 9 months to one year to complete the project and make submittal to WDNR for their approval. The estimated cost for this phase if $14,372. If the Village moves forward and makes submittal to FEMA for approval as required for flood insurance rate map adjustments, there would be an additional $7,000 cost. Motion by Field, seconded by Norling to accept entire floodplain study in entirety to a maximum cost of $21,372. Motion carried.
Attorney Roy reviewed a request by Roehling Trucking to complete the partially constructed building at 105 W Carter St. The Village has 2 options. They can either grant a permit for construction to occur prior to WDNR approval or grant a permit as for accessory structure to be built. Motion by K. Jennings, seconded by Norling to grant Roehling Trucking a permit to build an accessory structure. Motion carried.
2. Motion by Field, seconded by S. Jennings to approve payment of Roehling Trucking Inc invoice #315296 dated 8/2/2006 in the amount of $7,704 for work done on Washington Street Project. Motion carried.
3. Motion by S. Jennings, seconded by Norling to have the Finance Committee review contract and project invoices before they are presented to the Board for approval. Motion carried.
4. Motion by Miller, seconded by Norling to revise Section 5-5-8(c)(5) of the Ordinances of the Village of Wonewoc to annually give garden sprinkling credits from May 20th through September 20th. Motion carried.
5. Motion by K. Jennings, seconded by Field to allow Don Hubele to attend the MEUW Safety Training Classes for 2006/2007.
6. K. Jennings reported that has a quote of $19,452.52 from Alliant Energy to rebuild 3 regulators and put in concrete pad to place regulators on after rebuilt. He requested $25,000 approval for this work in case the regulators needed more work that originally thought. Motion by Roehling, seconded by S. Jennings to have 3 regulators in the substation rebuilt and lowered onto a concrete pad for a cost not to exceed $25,000. Motion carried.
7. A new rifle would supplement the current shotgun the Police Department currently has. Motion by K. Jennings, seconded by S. Jennings to purchase a new rifle for Police Department not to exceed $1,100 including accessories. Motion carried.
8. Motion by Norling, seconded by S. Jennings to appoint Robin Laubscher to a 2 year term as Citizen at Large and Kathy DeNure to a 2 year term as Village resident to the Wonewoc Public Library Board. Motion carried.
9. Motion by K. Jennings, seconded by Roehling to approve a Temporary Class “B” License to sell fermented malt beverages at picnics or similar gatherings under s.125.26(6), Wis, Stats. for Wonewoc Area Fire Department for the Hunter’s Night Out on September 9 and 10, 2006. Motion carried.
Public Comment:
1. Denise J. Giebel candidate for election as Juneau County Treasurer introduced herself and gave her qualifications to be County Treasurer.
2. Nancy McCullick candidate for election as Juneau County Treasurer introduced herself and gave her qualifications to be County Treasurer.
3. Mr. & Mrs. Orlo Herrewig wanted to know why the siren in Northtown does not work. They were told the siren does work when set off manually, but does not respond to signal when set off by the County. Also wanted to know what progress is being done about the Village purchasing Northtown electrical from Alliant Energy. The Village will take a look at the information received from Alliant several years ago regarding this topic.
4. Brian Byington asked if the Village was going to purchase additional Christmas decorations.
Communication/Announcements:
1. Jim Bohn – Manholes in Southtown need to be raised as they have sunk into asphalt and are located in the tire tracks of the road. There are 7 manholes that are a problem. The estimated cost to repair is $1,000 each.
He also proposed giving a property owner 45 days to repair asphalt that had to be removed because of repair to sewer lateral.
2. Roehling requested a letter be written to Reggie Schoeder informing him that his fence along Washington has been replaced. The letter will also note that the fence is on the road right-of-way and it will not be the Village’s responsibility if the fence is damaged and the Village would not allow the fence to be rebuilt along the road right-of-way.
3. Reeder reported that the second fifth of Village sidewalks have been inspected and letters to property owners of sidewalks that need repair.
Motion by S. Jennings, seconded by Miller to adjourn at 9:10pm. Motion carried.
