August 22, 2007 regular village board meeting
Village of Wonewoc Proceeding of regular Village Board meeting August 22, 2007.
The meeting was called to order pursuant to the posted and published notice. The meeting was called to order at 7:00pm. The following trustees present for meeting: Field, Norling, K. Jennings, Roehling, Miller, S. Jennings and Kucher.
Motion by S. Jennings, seconded by Norling to approve the bills and vouchers for the period July 25, 2007 through August 22, 2007. Motion carried.
Motion by Field, seconded by K. Jennings to approve the minutes of the July 25, 2007 board meeting. Motion carried.
Public Comment:
Bruce Schroeder from the Bank of Wonewoc provided 5 scenarios of a possible loan to the Village for the East Street Project. The first scenario was borrowing $250,000 and the next scenario increased in loan amount of $500,000 and continued on in increments of $250,000 to a total loan amount of $1,250,000. The scenarios were based on an estimated interest of 4.9% and 15 year repayment. There was discussion regarding the total amount of debt the Village could have law and how much debt the Village wanted.
Police Report –Chief Julie Ott Had 65 calls for service in July. Investigation of thefts of stereo equipment and arrested 2 people with multiple
charges. Had to replace motor in squad. Borrowed a squad from Elroy while the Village
squad was being repaired.
Regional Center Court Commission Report—Linda Reeder At the August 9, 2007 meeting elected officers for the 2007-2008 year. They are
Chairman—Alan Wildman; Vice Chairman—Coral Moore and
Secretary/Treasurer—Linda Reeder Court has found success in getting delinquent fines paid by issuing warrants for
the offender’s arrest. Court is running smoothly.
Agenda:
1. Motion by K. Jennings, second by Norling to approve resolution 2007-2 approving the transfer of the cable franchise to Cable Constructors, Inc (CCI) d/b/a Packerland Broadband. Motion carried.
2. Motion by S. Jennings, seconded by K. Jennings to table having an ATV trail in the Village of Wonewoc. Motion carried.
3. Motion by S. Jennings, seconded by Kucher to appoint K. Jennings to the Library Board.
4. Motion by Field, seconded by Roehling to have Fall Clean Up Days October 4 & 5 from 9:00am to 6:00pm and October 6 from 7:00am to 11:00am all charges for tires and refrigerators, etc will be waived. Motion carried.
5. Motion by S. Jennings, seconded by Norling to authorize Operator Licenses for Larry Kretche, Ken Field, Duane Tracy and Nickolas Baldwin. Motion carried.
6. Motion by Roehling, seconded by Norling to authorize a Temporary Class “B” License to sell fermented malt beverages at picnics or similar gatherings under s.125.26(6), Wis, Stats. for Wonewoc Area Fire Department for the Hunter’s Night Out on September 8 and 9, 2007. Motion carried.
7. Motion by S. Jennings, seconded by Norling to authorize a Temporary Class “B” License to sell fermented malt beverages at picnics or similar gatherings under s.125.26(6), Wis, Stats. For Wonewoc Main Street Merchants for the Wonewoc Main Street Merchants Kickball Tournament September 22 and 23, 2007
8. Discussion regarding how much the Village is willing to spend on the N. East Street project. The project could be broken down into several smaller projects and do a little each year. Need to get an approximate cost for the water and sewer work. Also need to contact with Rural Development to see if there are any grants available. Motion by Roehling, seconded by S. Jennings to table until have approximate costs and contact Rural Development. Motion carried.
9. Motion to go into Closed Session at 8:30pm for the purpose of Discussion of Employee Wages and Benefits, Pursuant to State Statute 19.85 (1) (c), Considering Employment, Promotion, Compensation or Performance Evaluation over which the Governmental Body has Jurisdiction or Exercise Responsibility by S. Jennings, seconded by Field. Motion carried.
10. Motion to reconvene in Open Session at 9:30pm by Field, seconded by Roehling. Motion carried.
11. During closed session the Board voted to give the full and part time employees a $0.35/hour raise and salaried employees a $728/year raise effective January 1, 2008.
Communication/Announcements:
1. Norling stated that he did not understand why Gasser’s were paid since they did not repair the Tennis Court the way they had proposed to repair it.
Motion by Norling, seconded by K. Jennings to adjourn at 9:40pm. Motion carried.
