Proceedings of regular Village Board meeting April 28, 2010.
Minutes
Roll Call: Rick Field, Nick Baldwin, Dennis Laubscher, Sherry Lankey, Brian Byington,
Scott Jennings, Kevin Jennings.
Oaths of Office were administered
Bills and Vouchers: Motion by S. Jennings, 2nd Byington. – Passed unanimously
Minutes of Previous Meeting: Motion by Field, 2nd by S. Jennings. – Passed unanimously
1. Approve Lee Kucher’s attendance at the “Wisconsin Town Lawyers Conference” (Presentations on Local Government Issues) at the Radisson Hotel, Madison, on Friday, April 30, 2010. Mileage only. Motion by Roehling, 2nd by Baldwin. – Passed unanimously
2. Accept PACE Industry’s donation of four sheets of plastic for the swimming pool office floor covering. Motion by Baldwin, 2nd by Field. – Passed unanimously
3. Allow a Flea Market to use the village parking lot between Baraboo National Bank – Wonewoc Branch and Wonewoc Bakery on Sundays from Memorial Day thru Labor Day. Motion by Laubscher, 2nd by Byington. – Passed unanimously
4. Repeal, amend, and re-create Section 7.01.03 of the Code of Ordinances of the Village of Wonewoc, Wisconsin. Copy attached. Motion by S. Jennings, 2nd by Baldwin. Passed unanimously
5. Approve Class “A” Beer and “Class A” Liquor License for Darrell Becker d/b/a: J & S Grocery. Motion by Field, 2nd by Roehling. – Passed unanimously
6. Approve Operator Licenses for June Schnoor and Brook K. Nelson. Motion by Roehling, 2nd by Byington. – Passed unanimously
7. Set dates for: Open Book: Monday, May 17, 2010, 3:30pm to 5:30pm
Board of Review: Wednesday, June 2, 2010, 3:30pm to 5:30pm
Motion by S. Jennings, 2nd by Baldwin. – Passed unanimously
8. Appoint Trustee Rick Field as a member of the Board of Review, with Baldwin as alternate member. Motion by S. Jennings, 2nd by Byington. – Passed unanimously.
9. Approve Letter of Resolution designating the Baraboo National Bank, Wonewoc Branch as the Village’s Public Depository. Motion by Field, 2nd by Baldwin. – Passed unanimously
10. Appoint Steven Roy, LaRowe, Gerlach & Roy SC as the Village Attorney. Motion by Roehling, 2nd by S. Jennings. – Passed unanimously
11. Appoint Michelle Masters N.P. as Village Health Officer, Motion by Field, 2nd by Baldwin. – Passed unanimously
12. Designate the Village Hall bulletin board, Wonewoc Post Office and Baraboo National
Bank-Wonewoc Branch, as the official locations of Public Notices of the Village. Motion by S. Jennings, 2nd by Byington. – Passed unanimously
13. Hire the following for the 2010 Village Pool Year:
Lifeguard/Pool Manager: Sandra Preuss $11.00/hr
Lifeguard: Dan Rick $10.00/hr
Lifeguard: Jennifer Jennings $10.00/hr
Basket Person: Carmen Shore $7.25
Basket Person: Alicia Tracy $7.25
Motion by Baldwin, 2nd by Byington. – Six (6) Yes, One (1) abstain. - Passed
14. Appoint new committee members for the 2010/2011 term
Library – Sherry Lankey. Motion by Byington, 2nd by S. Jennings. – Passed unanimously
15. Approve a Proclamation designating Saturday, May 15, 2010 as “Old Fashioned Day”. Attached. Motion by Byington, 2nd by Laubscher. – Passed unanimously
16. Renew Loan Number 12314803 Main Street at 3.99% interest from 4.42%. Motion by Field, 2nd by S. Jennings. – Passed unanimously
17. Take action on the results of the April 6, 2010 (Spring Election) Library Advisory Referendum. Motion by Field, 2nd by S. Jennings to table decision. Directed Attorney Roy to create a new resolution stating the Library Board does not have authorization to tear down the existing library building, and the expansion plan requires Village Board approval.
18. Approve extending the monthly Wonewoc Fire and Ambulance Association capital payment of $976.71 for the fire vehicle replacement fund, which is to be approved annually and is contingent on approval of the other townships. Motion by Byington, 2nd by Field. – Passed unanimously.
19. Transfer $25,000 from the Electric Fund and purchase a $25,000 Certificate of Deposit from the Bank of Wonewoc for an Electric Department Equipment and Vehicle Replacement Fund. Motion by Byington, 2nd by S. Jennings. Passed unanimously.
20. Set a daily schedule to close the Baker’s Field bathrooms at 8pm and open at 8am, 7 days a week from May 1st to the normal fall shutdown date. Hire Willy Doering at $375 for the 2010 season. (Same rate that DNR pays for bike trail restroom) Motion by Baldwin, 2nd by Laubscher. – Passed unanimously,
Motion to adjourn at 8:27pm by Baldwin, 2nd by S. Jennings. – Passed unanimously
