April 27, 2005 regular village board meeting

Village of Wonewoc Proceeding of regular Village Board meeting April 27, 2005.
The meeting was called to order pursuant to the posted and published notice. The meeting was called to order at 7:00pm. New/re-elected trustees and president were sworn into office. They are Trustees: Field, Norling and Jennings; President: Decot. The following trustees were present for the meeting: Field, Norling, Jennings, Roehling, Miller, Ott, and Decot.
Motion by Jennings, seconded by Roehling to approve the bills and vouchers for the month of April. Motion carried.
Motion by Roehling, seconded by Ott to approve the minutes of the March 23, 2005 board meeting. Motion carried.
Police Report--Chief Ott gave report on police activities. This spring calls are increasing. The calls are for theft, vandalism, etc. Eleven nuisance letters have been sent. Drug enforcement day was held using Reedsburg’s K-9 Patrol. Bicycle Rodeo will be held May 18 at Wonewoc-Center School. St. Paul’s School will be invited.
Electric Department Report—Don Hubele gave report on electric department activities. The looping of the electric system is complete except for one area where power will need to be turned off for approximately 1 hour. Plans are to do this some Sunday at 5:00am. All utility poles that needed to be replaced have been replaced. The major area of expense over the next 5 years will be to lower the regulators down to code in the substation.
Public Comment (moved up on agenda since the meeting will be ending with closed session): 1. Willis Doering requested $20 donation from Village for Old Fashioned Day. 2. Michelle Pagel expressed concern about water running across Washington Street
into her yard. The water needs to be diverted so that it runs to the north. 3. Charles Hanson wants to put in a small engine repair shop on the north end of the
Village. The area is currently zoned agricultural. Before the area can be considered for rezoning, he will need to contact the WI Department of Transportation to verify that a driveway can enter onto Highway 33 from this land. After that is secured, then he will have to petition the Village Board and provide a written plan.
Agenda:
1. Motion by Roehling to sell the 1928 Ford Model A Fire Truck to the Wonewoc Area Fire & Ambulance Association for $1.00. If the Fire Department every wants to sell the Fire Truck, it will be sold back to the Village for $1.00. Motion seconded by Norling. Motion carried.
2. Motion to close Bridge Street and Center Street from the intersection with N. East Street to intersection with Gordon Street and to close W. Gordon Street and West Street from the intersection with Center Street to the intersection with Washington Street on Saturday, May 14, 2005 by Field, seconded by Miller. Motion carried.
3. Motion to authorize a Class “B” Temporary Liquor License to the Wonewoc Area Fire Department for Old Fashioned Day on May 14, 2005 by Miller, seconded by Jennings. Motion carried.
4. Motion to authorize an operator license be issued to Kenneth R. Field, Jr. by Roehling, seconded by Ott. Motion carried.
5. Motion to approve Letter of Resolution designating the Baraboo National Bank, Wonewoc Branch as the Village’s Public Depository by Roehling, seconded by Norling. Motion carried.
6. Motion by Miller, seconded by Roehling to appoint Steven Roy, LaRowe, Gerlach & Roy, S.C. as Village Attorney. Motion carried.
7. Motion by Roehling, seconded by Jennings to appoint Tom Franke as Village Health Officer. Motion carried
8. Motion by Jennings, seconded by Norling to appoint The Messenger of Juneau County as the official Newspaper for Public Notice. Motion carried.
9. Motion by Roehling, seconded by Field to set Board of Review for Wednesday, May 25, 2005 at 6:55pm. Motion carried.
10. Motion by Roehling, seconded by Field to authorize the Finance Committee to approve projects that are (1) Budgeted, (2) Funds are available (not over budget) and (3) the dollar amount is under $3,000. Motion carried.
11. Roehling presented the list of Village streets that need to be seal coated in order to preserve them. They are: Washington Street including “Little Canada,” Benton Street, Jackson Street, Gordon Street, West Street, School Road and Pine Street. The cost to seal coat all streets is $19,268. Motion by Jennings, seconded by Field to seal coat all roads except Pine Street and School Road for a cost of $14,321. “Little Canada” will not be seal coated until the driveway situation at Schroeder residence is resolved. Motion carried.
12. The camp sites at the Legion Park need to be re-wired to underground. Also a light needs to be placed by the bathrooms. Norling received 2 bids. One is from Possum LLC for $1500. The other is from Leatherberry Electric for $2300. Motion by Field, seconded by Jennings to approve Possum LLC bid for wiring camp sites. Motion carried.
13. Motion by Roehling, seconded by Miller to authorize Linda Reeder and Jim Ramsey to attend the “14th Annual Water Supply Regulatory Affairs Seminar” on May 4, 2005. Motion carried.
14. Motion by Field, seconded by Roehling to go into closed session at 8:55pm to discuss employee wage and benefits, pursuant to State Statute 19.85(1)(c), Considering Employment, Promotion, Compensation or Performance Evaluation over which the Governmental Body has Jurisdiction or Exercise Responsibility. Motion carried.
15. Motion by Jennings, seconded by Norling to Reconvene into Open Session at 9:25pm. Motion carried.
16. During Closed session the Board voted to hire the following summer help. • Stephanie Fulton as Head Life Guard and Co-Pool Manager at $8.00/hour. • John Jurkowski as Co-Pool Manager and Park Maintenance at $6.50/hour. • Timothy Fulton and Stephanie Birdd as Life Guards at $7.50/hour. • Samantha Thompson and Micha Fulton as Basket Persons at $5.50/hour • Tom Ellis as Park Maintenance at $5.50/hour.
Communication/Announcements:
1. The Village had received $5,306 recycling grant from the Wisconsin Department of Natural Resources.
2. During Spring Clean Up Days the Village collected 120 cubic yards of trash. 3. Black top needs to be replaced by Lawton’s driveway. Also a culvert needs to be
replaced in the same area. Roehling will investigate the issues.
Motion by Jennings, seconded by Miller to adjourn at 9:26p.m. Motion carried.
