April 26, 2006 regular village board meeting

Village of Wonewoc Proceeding of regular Village Board meeting April 26, 2006.
The meeting was called to order pursuant to the posted and published notice. The meeting was called to order at 7:00pm. New/re-elected trustees were sworn into office. They are Roehling, Miller and Scott Jennings. The following board members were present for the meeting: Field, Norling, K. Jennings, Miller, Roehling, S. Jennings and Decot.
Motion by K. Jennings, seconded by Norling to approve the bills and vouchers for the month of April. Motion carried.
Motion by Norling, seconded by Miller to approve the minutes of the March 22, 2006 board meeting. Motion carried.

Agenda:
1. Motion to approve Letter of Resolution designating the Baraboo National Bank, Wonewoc Branch as the Village’s Public Depository by K. Jennings, seconded by Field. Motion carried.
2. Motion by Field, seconded by Miller to appoint Steven Roy, LaRowe, Gerlach & Roy, S.C. as Village Attorney. Motion carried.
3. Motion by Miller, seconded by Miller to appoint Tom Franke as Village Health Officer. Motion carried.
4. Motion by Roehling, seconded by K. Jennings to appoint The Messenger of Juneau County as the official Newspaper for Public Notice. Motion carried.
5. Motion by Roehling, seconded by Field to set Board of Review for Tuesday, May 9, 2006 at 4:55pm and adjourn until a later date when tax roll completed. Motion carried. Also, Linda Reeder will attend the Board of Review training on May 2, 2006.
6. Sealed bids for Tennis/Basketball Court repair were opened. Scott Construction, Inc. was $21,209 and D.L. Gasser Construction was $21,364. After review of bids comparing them to specifications given to them, it was determined that both bids needed clarification. Motion by Norling to tentatively award the contract to D.L. Gasser Construction for $21,364 provided the supply a revised contract specifying 1 1⁄4” aggregate rock for base and the existing asphalt will be broken
up and used as part of the base with Team Engineering being hired to over see the project. Seconded by K. Jennings. Vote: Yes-5, No-1. Motion carried.
Motion by Miller, seconded by S. Jennings to approve contract with Century Fence to replace the existing fence around the Tennis/Basketball Court for $12,735. Vote: Yes-5, No-1. Motion carried.
7. Landscaping at Canoe Landing will include a lot of plants. The cost of all material will be $6,009. The landscaping will be done by volunteers on Saturday, April 29, 2006. Motion to finish landscaping by Field, seconded by Miller. Motion carried.
Electricity has been run to the pavilion. There will be a street light on a pole that is in the parking lot and lights will be inside the pavilion.
A drinking fountain and portable toilet will be placed on the edge of the parking lot.
The deadline for completing this project is June 30, 2006 as this is when this grant expires.
8. Motion by Roehling, seconded by Field to approve $1,675 quote from Randy’s Welding and Repair, LLC to sandblast and repaint sander dump truck. Motion carried.
9. Motion by Norling seconded by Miller to approve quote of $1,290 from S&S Concrete Construction to repair Village sidewalks. Motion carried. They should be doing the repairs the end of May.
10. WI DNR is requiring the Village to have engineering done and state approved plans in order to put in sewer line to homes and new business along W. Carter St. The Village needs to get prices for engineering and drawing of plans to get State Approval. Table until can obtain cost of engineering and construction.
11. At this time the Village did not quotes for financing the water projects. Tabled until next meeting.
12. Village has had a 5 year contract with Tracy & Sons to haul sludge from the sewer plant. With the contract the Village can meet the WI DNR requirement to have 180days of storage space for sludge. Motion to approve new 5 year contract with Tracy & Sons by K. Jennings. Seconded by Miller. Motion carried.
13. Motion by Field, seconded by Norling to go into closed session at 8:52pm to discuss employee wage and benefits, pursuant to State Statute 19.85(1)(c), Considering Employment, Promotion, Compensation or Performance Evaluation over which the Governmental Body has Jurisdiction or Exercise Responsibility. Motion carried.
14. Reconvene into Open Session at 9:15pm with motion by Roehling and seconded by Norling. Motion carried.
15. During closed session the Board approved the hiring of swimming pool employees. They are as follows: Stephanie Gray-Fulton, pool manager/lifeguard; Timothy Gray-Fulton and Dan Rick as lifeguards; Micah Gray- Fulton as basket person and alternate lifeguard; Kristin Field and Samantha Thompson as basket persons.
Communication/Announcements:
1. The Electric will need to have a couple of scheduled outages to complete some work. People in the neighborhoods being affected will be notified prior to outages.
2. Village has received a notice from the WI DNR of receipt of 2006 Recycling Grant of $5,304.69.
3. Library has hired Janet Brooks as new librarian.
4. Rick Field is trustee that will oversee the Water/Wastewater and Scott Jennings will oversee the Swimming Pool.
Motion by Norling, seconded by K. Jennings to adjourn at 9:20pm. Motion carried.
