April 25, 2007 regular village board meeting
Village of Wonewoc Proceeding of regular Village Board meeting April 25, 2007.
The meeting was called to order pursuant to the posted and published notice. The meeting was called to order at 7:00pm. New/re-elected trustees were sworn into office. The following trustees present for meeting: Field, Norling, K. Jennings, Roehling, Miller and Kucher. Absent: S. Jennings.
Motion by K. Jennings, seconded by Norling to approve the bills and vouchers for the period March 28, 2007 through April 25, 2007. Motion carried.
Motion by Miller, seconded by Norling to approve the minutes of the March 28, 2007 board meeting. Motion carried.
Police Report 1. Calls for service in March—72 2. Attended several training sessions in March. Also took CPR recertification with
Village employees. 3. Doing a lot of child welfare investigations.
Public Comment:
1. Darold Hannold stated that many of the surrounding municipalities have museums with artifacts showing the history of their community. Wonewoc still has the “Hoover Hotel.” Expressed desire to have a local group restore and preserve the building. It has many carvings, etc from when the hobos used to sleep in it on their way through town. He requested the Board to consider restoration of the hotel
2. Janet Brooks on behalf of a new non-profit cooperative would like to have a community garden. She asked if the Village had any land that could be used for this purpose.
3. Bernice Bronk requested the Village discuss having an ATV trail within the Village.
Agenda:
1. Several weeks ago the Police Department send letters to the tavern owners asking them to enforce the open consumption ordinance on Old Fashion Day, May 19. Since then the Police and S. Jennings and Kucher have met with Elgin Stank representing the tavern owners and have developed a compromise for the day. The boundaries will be only the 100 and 200 blocks of Center Street and will be clearly marked. Attendees will be reminded via a PA system that open intoxicants cannot be taken out of the area and the ordinance will be strictly enforced for those who do go outside the area with open intoxicants. WABC and the Main Street Merchants will help with cleanup. Motion by K. Jennings, seconded Field to approve allowing open intoxicants off premises on the 100 and 200 blocks of Center Street during the Old Fashioned Day Celebration on May 19, 2007 from the hours of 6:00am to 6:00pm contrary to current Village ordinance. Motion carried.
2. Motion by Norling, seconded by K. Jennings to approve Letter of Resolution designating the Baraboo National Bank, Wonewoc Branch as the Village’s Public Depository. Motion carried.
3. Motion by Miller, seconded by Roehling to appoint Steven Roy, LaRowe, Gerlach & Roy SC as the Village Attorney. Motion carried.
4. Motion by Roehling, seconded by Field to Appoint Michelle Masters N.P. as Village Health Officer. Motion carried.
5. Motion by K. Jennings, seconded by Norling to designate “The Messenger of Juneau County” as the Official Newspaper for Public Notices of the Village. Motion carried.
6. Motion by Miller, seconded by K. Jennings to appoint Field to the Finance Committee. Motion carried.
7. Motion by Norling, seconded by Field to appoint S. Jennings as Chair of the Police Department. Motion carried.
Motion by Kucher, seconded by Roehling to appoint Kucher as Village representative to the Wonewoc Area Fire & Ambulance Association. Miller requested roll call vote. Field—yes, Norling—no, K. Jennings—yes, Roehling— yes, Miller—no, S. Jennings—absent, Kucher—yes. Result 4—yes, 2—no, 1— absent. Motion carried.
8. Motion by Field, seconded by Miller to have Open Book on May 24, 2007 from 2:00pm to 4:00pm in the Village Hall and to have Board of Review on June 6, 2007 from 6:00pm to 8:00pm in the Village Hall. Motion carried.
9. After much discussion, Attorney Roy was asked to make revisions to and bring to the next meeting the ordinance regulating the size and location of business signs in areas zoned residential.
10. Motion by K. Jennings, seconded by Norling to have the Village employees cut down the trees on the lot located just north of 640 Center Street. Motion carried.
11. Brian Byington will be putting in steps and handrails at 202 Center Street. He was requesting Village financial assistance by wanting the same offer other business owners received when Center Street was re-done several years ago.
12. Motion by K. Jennings, seconded by to authorize an Operator’s License for David B. Likely. Motion carried.
13. The area where the new pavilion is to be built is very wet. There are 2 things that can be done so that the slab will not be as likely to crack in a few years. One alternative is to dig down 4’ to 5’ and place breaker rock. The additional cost to do this will be $5,776.92. Second alternative it to make the slab a total of 6” thick and add more rebar and wire mesh. The additional cost is $3,500. Motion by Field, seconded by Roehling to make the slab a total of 6” thick and add more rebars and wire mesh for an increased cost of $3,500. Motion carried.
Communication/Announcements:
1. Field a. The DNR is requiring a flushing hydrant be paced at the end of Church
Street and replace the 4” main with an 8” main. The cost will be
approximately $15,245. b. Need to replace an 8” water main on Washington Street from North East
Street to Center Street. This is approximately 350’ of main for a cost of
approximately $17,540. c. Eventually North East Street water mains, the water tower and the sewer
system will need to be replaced.
d. Manholes on South East Street from West Carter Street south to the county line need to be raised.
2. K. Jennings reminded the Board that they must complete 2 NIMS courses before September 1.
3. Miller—the Wolfenden Board met and approved replacement of new windows for the Library.
Motion by Field, seconded by Field to adjourn at 9:12pm. Motion carried.
